When should I create a Primary Project?

Most Projects are independent delivery projects and contribute to one or many Activity Agreements. They have a Project Manager who reports on the progress of the project. This can be overseen by the Program Manager who looks after many projects within one category e.g all water projects for the group.

Another way to organise projects is using the primary project concept. A Primary Project delivers to one or many Activity Agreements. It has a group of Outputs it must achieve. This Primary Project in turn delivers many child delivery projects. The Primary Projects has a Primary Project Manager and oversees all the related child delivery projects. These child delivery projects also have a Project Manager who reports on their own smaller project. The Primary Project Manager is responsible for the larger project ensuring all the necessary child projects deliver to complete their own delivery for the Primary Project.
